GPM CONSULTING IN COOPERATION WITH AN INTERNATIONAL PARTNER WILL TAKE PART IN THE IMPLEMENTATION OF THE JASPERS LOT 2 ENVIRONMENT PROJECT – FWC FOR TA TO JASPERS CROATIA - SUPPORT IN THE ELABORATION OF STANDARD TENDER DOCUMENTS FOR ENVIRONMENT SECTOR (WASTE) BY PROVIDING LEGAL EXPERTISE IN THE INTERNATIONAL CONSULTANT TEAM

GPM Consulting will be involved in the implementation of the JASPERS Lot 2 Environment Project - FWC for TA to JASPERS Croatia - Support in the elaboration of standard tender documents for environment sector (Waste) by providing expert in the international consultant team.

The scope of the cooperation is the further development and improvement of the Croatian waste management infrastructure in accordance with the environmental policies of the European Union.

The objectives of this Assignment are the following:

1. To prepare Volume I and III TD templates for Works and corresponding TD
2. Templates for Site Supervision Services for use in the Croatian waste sector.
3. Prepare associated guidance and training materials;
4. Provide workshops;
5. Workshop on "other" project implementation contracts
6. Define benchmarks for Waste projects
7. Provide reporting templates for EPEEF on compliance reports relevant to EU Waste Directives

The specific tasks to be carried out by the Contractor in order to fulfil the objectives of the Assignment are detailed in Appendix 1 of these Terms of Reference. In summary, the Contractor's tasks are:

1. Develop methodologies and guidelines for defining the selection and award criteria for waste projects in accordance with Croatian National Legislation EU Public Procurement Directives, and considering the interpretations of the European Court of Justice for cases relevant to this Assignment;
2. Prepare evaluation grids based on binary (Yes/No)criteria;
3. Identify material and works standards for Volume III of the TD templates for use in CF environmental projects in the waste sector;
4. Identify measurement systems and standards for Volume III of the TD templates in a RED and YELLOW BOOK FFIDIC works contract
5. Develop template documents for construction supervision technical assistance contracts for use in CF environmental projects in the waste sector;
