IMPROVING REGULATORY COOPERATION IN CEFTA

Detailed description of project

The overall objective of the project is to promote intra-regional cooperation between regulatory bodies, governmental agencies and professional associations in charge of trade in services.

The main purpose is to support the work of the Subcommittee on Trade in Services in facilitating the implementation of the commitments stipulated in Articles 26–29 of the CEFTA 2006, by identifying the status of intra-regional cooperation between regulatory bodies, governmental agencies and professional associations in charge of services, as well as defining the possible forms of cooperation between them.

Type of services provided

During the kick-off meeting, the CEFTA Secretariat provided an overview of the activities of Secretariat and CEFTA Parties in the relevant for the assignment areas.
The Consultant identified the regulatory bodies in charge of trade in services in each CEFTA Party. In addition, the Consultant noted the on-going regulatory reform processes in the services sectors and the role of regulatory authorities in these processes, as well as the Identification of any form of cooperation amongst regulatory authorities in the CEFTA Parties in the area of services .
The activities that followed referred to the Analysis of the potential to intensify cooperation amongst regulatory authorities in the Region, taking into account existing forms of cooperation, interests of services providers and the government to intensify the cooperation by introducing arrangements in new sectors, or strengthening existing ones with a view of deepening the intraregional trade in services. The analysis is to be backed up with statistical data, where available. The study should also indicate what would be the most viable forms of cooperation in short/medium term, and in which services sectors, bearing in mind the challenges of relevant authorities to complete the task.
The consultant also had the task to propose concrete forms of cooperation amongst regulatory authorities in charge of services in selected services sectors, based on the results of the analysis and the common goal to increase intra-regional trade by overcoming current impediments. The CEFTA Parties selected services sectors of mutual interest. Following their decision, the Consultant produced a proposal on potential forms of cooperation in selected services sectors.
The next assignment of the Consultant is the proposal of required technical assistance to assist the CEFTA Subcommittee on Trade in Services in potential conclusion of intra-regional cooperation amongst regulatory authorities in order to provide for a smooth implementation of recommendations stated in previous phase. The consultant was also obliged to participate at the regular meetings of the Subcommittee on Trade in Services in order to present recommendations from this study to the members of the Subcommittee; It was also expected that the Consultant shouldl maintain close communication with members of the Subcommittee and the CEFTA Secretariat throughout the assignment timeframe to provide advice and clarifications, if needed.
