DESIGNING A TRQ MANAGEMENT AND MONITORING MECHANISM

Overall objective

The overall objective of the assignment is to design and implement a national TRQ management and monitoring mechanism which can in future be interfaced with the anticipated SACU wide TRQ management mechanism.

Purpose

The purpose of this contract is to recruit a consultant to design and implement a national TRQ management and monitoring mechanism, and to recommend the options and implications for Lesotho on how such a mechanism can support the operations of the anticipated SACU wide TRQ management mechanism.

Type of services provided

Working together with the project team and in consultation with relevant national and regional stakeholders, as appropriate, the consultant is expected to undertake the following tasks:

• Develop a specific work programme
• Study current national legislation and international obligations that could affect the TRQ management system in order to make appropriate recommendations
• Re-engineering of business processes

o Analyze the current information flow processes between all national stakeholders
o Design information flow processes between all national stakeholders

• Identify and cost infrastructure requirements for the implementation of information flow processes
• Recommend what body will house the TRQ management and monitoring system
• Design and oversee implementation of processes and infrastructure
• Define and document the role of each stakeholder
• Develop and implement SOPs for all stakeholders
• Provide training to identified officials from stakeholders institutions
• Educate private sector on the new TRQ management mechanism
• Document and present for approval, all recommendations to relevant project structures
