SUPERVISION OF WORKS CONTRACTS FOR LOCAL INFRASTRUCTURE PROJECTS FWC LOT 2 - REQUEST N° 05MAC01/08/26

DETAILED DESCRIPTION OF PROJECT

Global objective

To stimulate social and economic cohesion through support of infrastructure development in municipalities.

Specific objective(s)

To improve the municipal infrastructure through successful completion of selected small-scale projects.

The Contractor’s main task will be to provide supervisory services of 16 small scale infrastructure projects (organized in 13 works contracts). 14 projects at the time of the Contractor’s assignment will be under the Defects Liability Period and 2 still in final stage of construction. The Contractor shall act as Project Manager in accordance with the Practical Guide to contract procedures for EC external actions for supervision of the works contracts. The responsibilities of the Contractor in the capacity of Project Manager for the works contracts is described in detail in Annex A in the Special Conditions of the respective Works Contracts. The referenced Annex is also attached as an Annex to these ToRs.
Regarding the projects from Local Infrastructure Programme, apart from the management of the Defects Liability Period, the Contractor’s responsibilities will also include:

  • Participation in a Sessions of the Steering Committee (SC). SC was established initially to provide direction and technical guidance for the implementation of programme and to monitor the project progress and ensure overall coordination in the project implementation. The Ministry of Local Self Government chairs the SC and the Contractor will need to provide technical (presentation of prepared reports (inception, monthly (if needed), final report) and administrative support (translations, preparation of minutes, etc) to the Steering Committee.
  • On- the-job Training to the municipal representatives. A standard training programme was developed by the PIU comprised of five modules identified to meet the training needs of the Programme and the project municipalities. The aim of the training is to transfer to the municipal staff, the experience in management and supervision of local infrastructure projects in accordance with EU standards and procedures. The trainings are intended for the designated counterpart representatives and technical staff from the selected municipalities. Under his assignment, the Contractor shall provide on the job training related to the module concerning introduction of the Final Acceptance Procedures with methodical view of all important steps including conditions required to release of Performance and Retention Money Guarantees.
  • Take all necessary steps to ensure that the municipalities are aware of potential problems during the management of the infrastructure facilities and assist them in finding solutions so that all infrastructure projects are operational by the end of the contract.

In particular, the Contractor delivered the following outputs from the assignment:

For the contracts managed during their construction and Defects Liability Period:

  • Provisional and Final Acceptance Certificate for each of the reference projects including the approval obtained from the Ministry of Local Self Government and the final site report signed by all concerned parties (Works Contractor, Municipal representative/s, Supervisor).
  • Validated Interim Payment Certificate(s) and Final Statement of Account
  • Project Reports (Inception, Monthly including all site reports, Final)

For the contracts managed during their Defects Liability Period:

  • Final Acceptance Certificate for each of the reference projects including the approval obtained from the Ministry of Local Self Government and the final site report signed by all concerned parties (Works Contractor, Municipal representative/s, Supervisor).
  • Validated Final Statement of Account for all reference projects
  • Project Reports (Inception, Monthly including all site reports, Final)
