DETAILED DESCRIPTION OF PROJECT

Global objective

The global objective is to ensure professional police service and administration that will enableappropriate maintenance of public order and implement rule of law in compliance with nationallegislation, taking due account of EU regulations and best practices, in which the public will have trust.

Specific objective(s)

The specific objective of the assignment is to support the development of the police stations, with particular attention in the part of the detention facilities, premises for reception of persons and premises for inspectors for prevention, in accordance to the EU standards and the adopted Law on Police, responding to principles of the democratic society, based on rule of law, protection of citizens and respect for their fundamental rights and freedoms.

TYPE OF SERVICES PROVIDED

The experts within this assignment prepared the estimated analysis for the current status and a survey on the actions needed to be done for refurbishment of the Police Station Gazi Baba, Police Station Karpos, Police Station Bit Pazar, Police Station Centar, Police Station Prilep, Police Station Gostivar, Police Station Gevgelija and Police Station Stip required for the preparation of detailed design for the refurbishment and complete works Tender Dossier for the selected Police Stations defined after completion of phase 1, as well as assistance during tendering process.

Three assignment phases envisaged:

Phase I – performed site survey and prepared draft cost estimate on the works to be undertaken on the overall police stations with particular attention to the part of the detention facilities, the premises for reception of persons and the premises for inspectors for prevention in each of the 8 selected Police Stations.
Phase II – prepared the works Tender Dossier(s) including the design for each of the selected Police Stations defined in phase 1.
Phase III – The Consultant: provided responses to possible clarification questions, perform the required site visits, and participate in the evaluation of the offers received for the works contract(s).
