TECHNICAL ASSISTANCE TO THE MINISTRY OF TRANSPORT AND COMMUNICATIONS AND THE FUND FOR NATIONAL AND REGIONAL ROADS IN ELABORATING A ROAD INVESTMENT PLAN

DETAILED DESCRIPTION OF PROJECT

Global objectives
Enhancement of social and economic development in the country through improved transport infrastructure. by elaborating an investment portfolio for both national and international funding parties and improving the management capacities of the national authorities.

Specific objectives
To develop an investment plan in order to stimulate (higher) IFI investment in the country in the road sector.

TYPE OF SERVICES PROVIDED

Deputy Team Leader – Civil Engineer and Environmentalist hired as a part of a 5 member team in identifying the roads to be rehabilitated, financial overview of the same and environmental impact assessment and risks.

Phase 1: Short-listing

  • Defined the criteria for elaborating an investment plan in the field of road transport and in reviewing the recommendations of the five-year investment plan produced in early 2006 by SEETO, final Report of the High Level Group, JBIC Study and consultants working for the FNRR and the EBRD, including the component of Environmental Impact Assessment (EIA).
  • Reviewed other relevant information available within the FNRR and from other sources (like REBIS studies).
  • Assisted the MoTC in identifying a ‘short-list’ of rehabilitation projects likely to be candidates for IFI’s (EIB, EBRD…) funding.

Phase 2: Conceptual design

  • Collected with the beneficiaries the existing data on the short-listed roads in order to provide the information on which design and economic and environmental analyses can be based.
  • Proposed suitable civil works to rehabilitate the short-listed roads and provided, from beneficiaries’ data for each road.
  • Carried out a conceptual design for each of the roads selected to enable works cost estimates.
  • Provided a report for the selected roads, in which the proposed conceptual design is supported by specifications, calculations and draft drawings to enable economic and environmental analysis.
  • The designs reflected also the deterioration of the roads during the financing, detailed design and contracting period.

Phase 3: Socio-Economic and environmental analysis

  • Developed economic cost-benefit analysis for each potential road rehabilitation project.
  • Draft environmental and draft social analysis reports to be submitted by the seventh months after commencement of contract.
