Support in the Preparation of Standardized Components Under Volume I and III of Tender Dossiers for the Environmental Sector (Waste)

Brief Description of Main Deliverables/Outputs:
• Develop methodologies and guidelines for defining the selection and award criteria for waste projects in accordance with Croatian National Legislation, the EU Public Procurement Directives, and considering the interpretations of the European Court of Justice for cases relevant to this Assignment; • Prepare evaluation grids based on binary (Yes/No) criteria; • Identify material and works standards for Volume III of the TD templates for use in CF environmental projects in the waste sector; • Identify measurement systems and standards for Volume III of the TD templates in a RED and YELLOW BOOK FIDIC works contract; • Develop template documents for construction supervision technical assistance contracts for use in CF environmental projects in the waste sector; • Organize and execute workshops for each key deliverable to discuss modifications and changes for finalization; • Revise and re-issue deliverables in accordance with the findings of the workshops; and • Prepare a workshop on alternative structures for project implementation such as Concessions, BoT, DBFO or FIDIC White/Silver Book approaches development of benchmarking of performance together with the tools for monitoring and reporting of the set benchmarks and indicators necessary for EPEEF when reporting to the Commission on the achievement of EU targets, respectively the compliance with the EU directive targets.

Role on the Assignment

In order to ensure the qualitative outputs of the Construction Works:

In FIDIC Red and Yellow Books the Consultant proposed for Volume III standards for materials and methods for works to use and standard procedures for measurement and testing based on good engineering practice and the National Legislation. These standards are a general definition to be used partially or in full and merge into the Beneficiarie´s requirement of the tender Dossier;

In FIDIC Red and YELLOW Books the Consultant proposed Volume I of the TD templates to unify the Instruction to Tenderers and proposed an evaluation grid for further use covering: a) a lowest-price approach and b) lowest economic price approach and the related guarantee templates, such as performance guarantee, for variant;

Established performance indicators for the operation of waste projects;

Prepared and proposed benchmarks for the waste sector in accordance with the OP and Directives;

Established reporting templates and rules for communal enterprises towards EPEEF regarding achievement of performance indicators;

Provided monitoring means for agreed benchmarks; and

Provided reporting templates on benchmarks wards EPEEF regarding achievement of performance indicators.
