Architectural Plans for Refurbishment of Border Inspection Posts (BIPS) / Veterinary and Phytosanitary Border Crossing Points

Brief Description of Main Deliverables/Outputs:
Global Objective The overall objective was to improve phytosanitary and veterinary border control. Specific Objectives Completion of architectural plans (technical specifications) for refurbishing 7 BIPs/ phytosanitary and veterinary border control (road BCPs at Blace, Tabanovce and Kafasan, and the airports in Skopje and Ohrid). The refurbished facilities should meet EU standards in terms of EU phytosanitary and veterinary control. The project aimed to enhance the operational capacity for veterinary and phytosanitary controls at BCPs. This component of the programme focus on the seven BCPs identified in the National IBM Strategy as crossings that should have operating veterinary and phyto-sanitary controls in future (road BCPs at Blace, Tabanovce and Kafasan, and the airports in Skopje and Ohrid). Following prioritization of activities at different BCPs, the programme should undertake construction and/or rehabilitation of the identified points. These activities should be complemented by the supply of necessary equipment.

Role on the Assignment

A team of 5 local experts (Architect, W&S expert, HVAC expert, electrical engineer, IT expert) provided specific and detailed plans for Border Inspection Posts including:
Analysis of the public and private properties involved in the project including proposals in the design to take care of any possible problem;
ToR for supervision service contract adjusted to the timing and requirements of the works tender dossier;
Provided all the documents necessary for works contract tendering, including:
Report concerning the governmental procedures for construction permits;
Report concerning the land expropriation;
Programme of works;
Technical report;
General and particular specifications for facilities suitable for conducting such specific inpections;
Bill of quantities;
Detailed drawings (both in English and Macedonian);
General lay-out (1:200);
Architectural plans at all levels, cross sections, elevations and specific details of buildings (1:50);
Schemes and sanitary and equipment details for inspection purposes;
Schemes and details of mechanical, electrical and fire protection systems, including IT network.
