Designing a TRQ Management and Monitoring Mechanism

Brief Description of Main Deliverables/Outputs:
The overall objective of the assignment was to design and implement a national TRQ management and monitoring mechanism which can in future be interfaced with the anticipated SACU wide TRQ management mechanism. The purpose of this contract was to design and implement a national TRQ management and monitoring mechanism, and to recommend the options and implications for Lesotho on how such a mechanism can support the operations of the anticipated SACU wide TRQ management mechanism.

Role on the Assignment

Working together with the project team and in consultation with relevant national and regional stakeholders, as appropriate, the Consultant undertook the following tasks and delivered the following outputs:

Developed a specific work programme;

Studied the current national legislation and international obligations that could affect the TRQ management system in order to make appropriate recommendations;

Analyzed the current information flow processes between all national stakeholders;

Designed information flow processes between all national stakeholders re-engineering the business processes;

Identified the cost infrastructure requirements for the implementation of information flow processes;

Recommended what body will house the TRQ management and monitoring system;

Designed the implementation of processes and infrastructure;

Defined and documented the role of each stakeholder;

Developed and implemented SOPs for all stakeholders;

Provided training to identified officials from stakeholders’ institutions;

Educated private sector on the new TRQ management mechanism; and Documented and presented all recommendations to relevant project beneficiary obtaining final approval.
