Developing a Strategy for Promotion of Outsourcing for GoM and Regulatory Agencies

Brief Description of Main Deliverables/Outputs:
Developed comprehensive Strategy for promotion of outsourcing for GOM and regulatory agencies. Explore and identify the needs of the GoM, Ministries, as well as the regulatory agencies for hiring external experts and consulting companies for the purpose of successful implementation of their activities and policies.

Role on the Assignment

The following activities and outputs were completed:

Conducted analysis of the existing legislation (both primary and secondary) covering the outsourcing by GoM its bodies and regulatory agencies;

Organized meetings with the GoM its bodies and regulatory agencies in identifying the experiences in exploiting the outsourcing by them;

Conducted comparative analysis of the experiences in the countries in the region and/or more developed countries upon agreement with the GoM;

Organized meetings with consulting companies/Consultants hired as outsourcing;

Provided recommendations on:

Improving the legislation;

Benefits from the outsourcing;

Areas of expertise for possible outsourcing engagement;

Drafted Strategy for promotion of outsourcing for GOM and regulatory agencies developed; and

Presented the Strategy to the GoM and regulatory agencies for review, discussions and approval.
