Establishment of MEPSO Training Centre – Gender and Economic Inclusion Technical Assistance Framework (EBRD / CIF ACT Programme)

Brief Description of Main Deliverables/Outputs:
i. Conducted baseline and needs assessment of MEPSO’s workforce, HR policies, and infrastructure readiness, including SCADA and substation training capacity. ii. Designed and developed accredited training programmes for MEPSO staff, the wider transmission sector, and redeployment of coal and TPP workers. iii. Delivered curricula, training materials, recruitment models, and communication campaigns aligned with EU standards and ENTSO-E guidelines. iv. Evaluated long-term business models for the centre’s financial sustainability, including regional SCADA hub and accredited youth training. v. Supported implementation of training programmes, training-of-trainers (ToT), and launch of the facility, including stakeholder engagement, capacity building, and visibility events. GPM Consulting served as Team Leader and provided the full local expert support team. Responsibilities included: Leading inception, stakeholder mapping, and engagement with MEPSO, EBRD, ministries, trade unions, and local institutions. Designing modular training programmes and curricula for green and digital skills, including SCADA, cybersecurity, and grid integration. Developing retraining pathways for coal sector workers in coordination with TVET institutions and NEA. Preparing a costed action plan and SWOT analysis for the centre’s long-term sustainability. Coordinating launch events, communication campaigns, and monitoring and evaluation activities in line with EBRD’s inclusion and just transition indicators. This assignment directly supports North Macedonia’s Accelerated Coal Transition (ACT) Investment Plan and contributes to regional energy transition and human capital development.
