Two local experts (from a team of four) were engaged in providing support for both meat sector and dairy sector.
For each of the sectors, the studies had the following structure:

II. Producers and Farmers (private sector development opportunities)
III. Processing Industry (private sector development opportunities)
IV. Market and Trade
A. Generally, the existence of normal market outlets was assessed at the appropriate level in terms of: availability of products, consumption pattern and trade issues
B. Marketing chain: links between the primary producers and first and second processing steps
C. Marketing cost
V. Government Policy for the sector
VI. Level of attainment of EU standards especially in the areas of health, hygiene, food safety at farm and processing level,
VII. Past Trends and Future Developments concerning the structure of the sector
VIII. Identification of training needs for the sector (including trade promotion aspects)
IX. Identification at Sector-level
(“SWOT”-analysis based on the above factual assessment of the sector taking into account EU accession and the ultimate goal of preparing the sector for participation in the EU market respecting EU standards, building-up capacity to resist the resulting competition pressure)
X. Outcome
A. Analysis of situation and identification of weakest links in the production and marketing chain
B. Recommendation for development strategy of the sector at national and regional level
C. Where should investments take place?
The sector analysis also toke specific regional private sector development needs into account.
