DETAILED DESCRIPTION OF PROJECT

Global Objective
The overall objective is to promote agriculture and food trade.

Specific Objective
The specific objective is to prepare the ToR for the CARDS 2006 programme component related to food safety, which will be broken down in 2 components and tendered as service and supply contracts.

TYPE OF SERVICES PROVIDED

The local expert in Food safety was engaged to assist the Team leader in the preparation of ToR

ToR for a service contract designed to meet the overall and specific project objectives.

  • The ToR prepared following the template of the Practical Guide to contract procedures for EC external actions with detailed logical framework for the proposed contract. The expert prepared the standard twinning fiche with a detailed description of the expertise required and the chapter of institutional assessment. The goal of the project described in the ToR would be accreditation according to ISO 17025, consultancy support for drafting and implementing the system, aligning with the EU standards and following the laboratory equipment technology.
  • The ToR included a detailed unit cost based cost estimate of the contract including the incidental expenditure.  The ToR also defined in detail the institutional and governmental arrangements,  required to implement the contract.
  • The ToRs concise, straightforward and proposed project activities commensurate with the budget.
